What a ground liner does, and what it does not
Exposed earth in a crawl space releases moisture into the air above it continuously. Unlike a roof leak there is no event to notice — it simply runs, every day, in every season. A liner interrupts that path, and it is worth doing even in a crawl space that has never held standing water.
What it will not do is address air arriving through the vents, which in this climate is usually the larger share of the problem. Covering the ground in a vented crawl space reduces one source and leaves the other running. That is often still worth the money; it is just not the same as sealing the space.
The specification North Carolina publishes
This is the part worth holding a quote to, because the state has already defined it. R409.2.1 sets a minimum 6-mil polyethylene vapor retarder or equivalent, installed to nominally cover all exposed earth, with joints lapped not less than 12 inches.
Heavier reinforced liners are widely used and resist puncture considerably better under foot traffic — but they buy durability rather than better vapor performance. A contractor upselling liner thickness on the basis of moisture control is selling the wrong benefit.
Where liner is carried up the foundation walls, the termite gap under R409.2.2.1 applies exactly as it does in a full encapsulation: at least 3 inches and no more than 4 between the top of the liner and the sill. A barrier is not an excuse to bury the foundation wall.
Sheeting on the ground is not the same job
The cheapest version of this work is loose polyethylene laid over the dirt and left. It is better than bare earth and it is not what a specified installation looks like.
The difference is in the details that decide whether it still works in five years: seams lapped to the code minimum and sealed rather than merely overlapped; the liner mechanically fastened where it terminates at the wall rather than tucked; cutting and sealing around piers rather than working around them; and enough material that foot traffic from a plumber or HVAC tech does not tear it open.
When it is enough on its own
Where the ground is genuinely the only source — a space with bare earth, no standing water, adequate clearance, framing reading in a normal moisture range, and no history of summer humidity upstairs — ground cover may be the whole job.
